CACI-Inc.-Fed. is cleared to perform a nearly $2.5 billion contract to provide the National Security Agency with network and exploitation analyst services, the GAO said in a decision released Thursday.
Protester Leidos Inc. alleged that the agency’s evaluation of its bid under a staffing factor was flawed. Leidos said the agency viewed its bid as having a low to moderate risk of unsuccessful performance, while CACI was considered to have a low risk of unsuccessful performance, after improperly conducting a mechanical quantitative analysis of labor rates.
