A comprehensive framework for regulating cryptocurrency would be established under a modified version of H.R. 3633, which would define most tokens as commodities rather than securities and exempt them from stricter securities laws.

The Commodity Futures Trading Commission would oversee most popular tokens such as Bitcoin and Ether — which would generally be classified as digital commodities — and exchanges, brokers, and dealers facilitating digital commodity transactions.
