The HOPE/HELP programs, which largely expired Sept. 30, allowed duty-free imports of apparel manufactured in Haiti. One of the trade preferences, the value-added tariff rate quota, expired Dec. 19.
The measure’s extension would be retroactive to Sept. 30, and the federal government would be required to reimburse importers for any duties incurred since the program lapsed.
