BGOV Bill Analysis: H.R. 7084, Deny Port Use After Seizure

The president could deny foreign vessels entry to US ports if they accessed a previously US-owned port that had been seized or nationalized by a Western Hemisphere trading partner under H.R. 7084.

Rep. August Pfluger (R-Texas) introduced the bill in response to a dispute over a US-owned deep water port in the Yucatan Peninsula.

Alabama-based Vulcan Materials Co. built the port to ship limestone from its quarry near Playa del Carmen. The Mexican government shut down the quarry in 2022, citing local water and environmental concerns, and declared the port’s location as a natural protected area in 2024, limiting ...
