Voters would have to provide photo identification to vote in federal elections and proof of citizenship during registration under a House amendment to S. 1383, which would also require states to provide the Homeland Security Department their lists of eligible voters for the purpose of removing noncitizens.

Noncitizens, including permanent legal residents, aren’t eligible to vote in federal elections. The 1993 National Voter Registration Act currently requires voters to attest to their citizenship when registering, under penalty of perjury.
