BGOV Bill Analysis: S. 3971, Restart Small Business R&D Programs

A pair of programs directing a portion of federal research and development dollars to small businesses would be reauthorized under S. 3971.

The measure would extend the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs through the end of fiscal 2031. The previous authorization lapsed Sept. 30, largely tying up billions of dollars in new R&D funds that could be awarded under the programs.
