President Donald Trump’s declaration of a national emergency to justify sweeping tariffs on most foreign goods would be terminated by S. J. Res. 49.

Trump in an April 2 executive order invoked the 1977 International Emergency Economic Powers Act (Public Law 95-223) — which gives the president the power to regulate and prohibit imports during national emergencies — to declare that America’s “large and persistent” trade deficits with other countries constituted an “unusual and extraordinary threat” to US national security.
