The House cleared legislation Tuesday to reopen agencies affected by a short partial government shutdown, one of the first major contentious debates of the midterm election year.

This week’s Hill Watch Live kicked off with a look at the measure (H.R. 7148; BGOV Bill Analysis), which includes five full-year spending bills as well as a temporary continuing resolution through Feb. 13 for the Homeland Security Department.
