Republican leaders are starting work on a second reconciliation package that would let them advance their priorities with only GOP votes.

The reconciliation process allows lawmakers to pass legislation with a simple majority vote in the Senate, effectively giving the majority party a path around minority opposition to controversial policies.

But there are strict budget rules about what can be included in a reconciliation bill, which have limited the scope of some priorities sought by both parties in the past.
