Biennial Water Resources, Army Corps Legislation Clears Congress

Bipartisan legislation to carry out civil works programs and water resources projects across the country now heads to President Joe Biden after the Senate cleared it Wednesday.

Congress reliably enacts the Water Resources Development Act every two years. The Senate cleared the 2024 measure (S. 4367) 97-1 after the House passed it last week under suspension of the rules, which is reserved for legislation that has broad support.

The legislation would authorize the Army Corps of Engineers to start 21 navigation, flood management, ecosystem restoration, and other water-related infrastructure projects estimated to cost about $17 billion. It also ...
