The Federal Emergency Management Agency would move out of the Homeland Security Department and report directly to the US president under a bipartisan bill a House panel advanced Wednesday.
The House Transportation and Infrastructure Committee approved the FEMA Act of 2025 (H.R. 4669) in a 57-3 vote. The legislation would restore FEMA to its independent, Cabinet-level agency status with a Senate-confirmed administrator, deputy administrator, and inspector general.
