House Republicans are reviving aggressive legislation designed to limit asylum access and bolster border security, moving fast on the heels of their sweeping tax and spending law with more than $150 billion for immigration enforcement.

It’s the return of H.R. 2 — or what was once known as H.R. 2 — the marquee border and immigration bill House Republicans passed in 2023 as a rebuke of President Joe Biden’s policies and the record migrant crossings during his term. The Senate, then controlled by Democrats, never squarely took up the bill.
