Gov. Gavin Newsom is pushing California lawmakers to pass a proposal he says will prevent gasoline prices from spiking by requiring oil refineries operating in the state to maintain minimum supplies of fuel.
The California Assembly, reconvening Tuesday in special session, allows Newsom and other Democrats to put a spotlight the month before an election on what they see as the oil industry’s role in driving up California’s gas prices, which are higher than in any other state.
The industry counters that the measure would raise prices even further by creating artificial shortages.
