California Health Watchdog Skips Reviews Under New Merger Rules

A California watchdog agency has declined to launch any investigations into health-care mergers or acquisitions within the state since given the power to review deals nearly a year ago.

The Office of Health Care Affordability waived its right to perform in-depth reviews of the 12 transactions reported to it between April 2024 and mid-January 2025, according to a Bloomberg Government analysis of state data.

These deals ranged from the sales of individual nursing homes to a sprawling joint venture between Elevance Health and the private equity firm Clayton, Dubilier & Rice to combine primary care businesses.
