Democratic lawmakers say they don’t want to engage in mid-decade, partisan congressional redistricting. They say they have to do it.

Maps favoring Democrats in California, Maryland, and Virginia are a necessary counterweight to new Republican maps in Texas, Missouri, and North Carolina backed by President Donald Trump, according to House Democrats within three seats of leading the chamber for the final two years of a presidency they vigorously oppose.
