Conservatives Push For Full-Year Stopgap, Replete With Earmarks

House conservatives increasingly are prepared to back a year-long, stopgap spending bill with fresh earmarks attached rather than negotiate with Democrats to avert a government shutdown when the new fiscal year begins Oct. 1.

House Freedom Caucus Chairman Andy Harris (R-Md.) first floated the proposal last month, saying lawmakers should “just get it all over with” and “do a full year” continuing resolution that would include earmarks.
