EV Fee to Subsidize Highway Trust Fund Draws Ire From Lawmakers

A bipartisan push for a new electric vehicle fee to support the Highway Trust Fund faces blowback from the political left and right.

The fee is embedded in the House’s recently unveiled bipartisan surface transportation reauthorization bill, which passed the Transportation and Infrastructure Committee May 22. The bill includes an annual $130 surtax on EVs and $35 for plug-in hybrids. It also authorizes the Federal Highway Administration to gradually increase the charge up to $150 for EVs and $50 for hybrids beginning in 2029.
