The measure—modeled in part on the federal Safeguard American Voter Eligibility Act, or SAVE America Act (S. 1383; BGOV Bill Analysis)—comes as Senate Republicans remain unable to move the legislation past procedural hurdles. In the meantime, states are stepping in to implement similar requirements themselves.
