GOP Senators Seek Ability to Tuck Regulation Axing Into Megabill

Conservative lawmakers want to include a provision that gives Congress more power to kill agency regulations in the major tax and spending package but first have to win a battle over Senate rules to get it in.

Senate Republicans say they are talking to the parliamentarian about including a version of the REINS Act, that would give Congress the chance to approve major rules from the executive branch.

The reconciliation process allows tax and spending legislation to pass with a simple majority, but it has to meet the Byrd Rule restrictions, which prevent lawmakers from including non-budgetary provisions. GOP senators ...
