Pharmaceutical companies and insurers topped health groups that increased lobbying spending in 2025 over to the previous year, according to lobbying disclosures filed Tuesday.
PhRMA, the trade industry group for drug manufacturers, came in third on the list of top 10 lobbying spenders across sectors in 2025, dropping $37.9 million—an increase over $31 million in 2024.
The pharmaceutical industry has been pitching Congress on pharmacy benefit manager reforms. PBM changes were included in the latest appropriations bills released this week. The group has also been lobbying against President Donald Trump’s “Most Favored Nation” drug policy and tariffs.
