A leadership and personnel shake-up at Heritage Action for America hurt its spending on federal lobbying, as a more public controversy erupted at its high-profile affiliate.
Turnover at Heritage Action, the lobbying arm of the Heritage Foundation, led the group to spend the smallest amount of money in 15 years on federal advocacy in the third quarter of this year, disclosures show. Departures at Heritage Action included Ryan Walker, who was executive vice president until June, when he joined Google as external relations manager.
