Every House Democrat is expected to oppose a procedural vote on an extension of spy powers, complicating GOP leaders’ plan to renew the authorization ahead of an April expiration.

Renewing Section 702 of the Foreign Intelligence Surveillance Act will be a heavy lift for Speaker Mike Johnson (R-La.), who plans to put a clean extension of the surveillance powers on the floor for a House vote.
