House Passes Ukraine Aid, Russia Sanctions in Rebuke to Trump

The House voted 226-195 to advance Ukraine aid and Russian sanctions Thursday in an implicit rebuke of President Donald Trump’s foreign policy, with 18 Republicans and one GOP-aligned independent supporting the Democrat-led legislation.

Democrats were able to trigger a vote on the bill (H.R. 2913; BGOV Bill Analysis) after securing 218 signatures on a discharge petition, a procedural maneuver that GOP leadership opposes and sees as a tool of the minority. The legislation would authorize loans to Ukraine and express support in its war with Russia, while also levying sanctions and export controls on Russia.
