House Staff to Be Paid By Tuesday After Longest Shutdown Ever

Nov. 13, 2025, 2:49 PM UTC

House staff will be paid by Nov. 18 after the longest shutdown in US history made them miss their last monthly check, according to an email sent to aides and obtained by Bloomberg Government.

Chief Administrative Officer Catherine Szpindor wrote in a Wednesday email to all House staff that “We hope to have the October 2025 monthly payroll processed within five calendar days of the lapse being resolved.” House employees missed their Oct. 31 paycheck as Congress failed to fund the government for over a month.

The email went out hours before the House advanced legislation to end the government shutdown, sending a funding bill to President Donald Trump for his signature late Wednesday.

House staffers are paid on a monthly schedule, while Senate employees get their checks twice a month. Senate staff had been told last month that “Any missed regular pay period pay should be received within 3 business days after enactment of appropriations legislation.”

The CAO Office of Payroll and Benefits is “prepared to promptly begin processing payroll,” the email said, and noted that some smaller banks may not process the electronic funds transfer until Wednesday, Nov. 19.

Congressional employees are among the thousands of federal workers who’ve missed paychecks since the government shut down Oct. 1. Capitol Hill remained bustling throughout the shutdown, with many offices designating their entire staffs as “essential,” meaning they were required to work without pay.
