Insurers and employers want to block a plan by California Democrats to prohibit carriers from requiring copayments and other out-of-pocket expenses from millions of young people.
Business groups are lining up against the bill (AB 298), which would end deductibles, coinsurance and other cost sharing for about 2.6 million Californians under age 21 on large group health insurance plans. They argue the measure would increase premiums by $711 million a year and push employers to roll back their benefits.
