September brings many fond favorites: the start of school, football season, and cooler weather. And there’s a less beloved tradition: Congress facing a government shutdown.

Lawmakers returning today after their summer break have until the end of September to fund the government or risk a shutdown starting Oct. 1. The funding fight shapes up as the dominant issue hanging over Congress this fall.
