Messy Shutdown Path Spells Trouble for Reconciliation 2.0 Demand

It may have sounded like everyone was on board when the top two Republican leaders in Congress announced they’d fund immigration and border enforcement through a party-line budget bill, but getting it through this Congress is far easier said than done.

The two-track plan detailed by Speaker Mike Johnson and Senate Majority Leader John Thune—funding DHS through both bipartisan appropriations and a partisan bill to fund immigration enforcement and border security for the next three years—incorporates the same Senate bipartisan plan that Johnson initially denounced as a “joke” and that the House still hasn’t voted on.
