Senators appropriators are trying to make progress before leaving for their August recess next week — but they don’t have a clear plan to pass their first set of spending bills.

Sen. John Kennedy (R-La.) is refusing to release his hold on packaging the Legislative Branch appropriations bill with the Military Construction-VA and Agriculture-FDA funding bill, demanding an individual vote on the Legislative Branch bill so he can vote against it.
