Senate Frustrations Spur New Attack on Chamber’s Signature Rule

Another skirmish over changing the Senate filibuster failed this week, but the push from some Republicans reflected growing bipartisan disdain for the rule, raising questions about how long it can stand.

The rule requiring a 60-vote supermajority to advance most major legislation in many ways defines the tradition-bound Senate. Most Democrats, however, have called for changing a rule that frequently stymies top priorities for both parties.

Some Republicans this week took up the same cause, demanding the Senate enforce the rule differently as the GOP tries to pass the SAVE Act, which would require proof of citizenship to vote.
