A Senate fight over the location of the FBI headquarters stalled progress on a bill to fund the Department of Justice, as lawmakers struggle to make progress on measures to avoid an October government shutdown.

The Senate Appropriations Committee adopted an amendment Thursday to block the Trump administration’s plan to keep the FBI headquarters in downtown Washington, rather than moving it to Maryland. Members attached the provision to a broader Commerce-Justice-Science appropriations bill, before GOP support for the underlying bill collapsed.
