Texas Democrats suffered a setback when the US Supreme Court upheld a GOP-friendly mid-decade redistricting congressional map, but history suggests they can limit their losses next November.

A new 38-district map President Donald Trump pushed the Texas legislature to enact this summer was designed to deliver up to five additional seats to Republicans and help save the tiny House GOP majority in Washington. Republicans are strongly favored to win three of them — one apiece in the metropolitan Houston, Dallas, and San Antonio areas.
