Eleven House members and three senators lost their re-election bids Nov. 5 and won’t be coming back for the 119th Congress.

The final cliff-hanger was resolved with the defeat of a third California Republican, first-term Rep. John Duarte.

He fell to Adam Gray (D), a former state representative, in a rematch of their close 2022 race in the 13th District, a Hispanic-majority constituency in California’s Central Valley. Duarte, a farmer and businessman, was one of only two House Republicans who voted against the party’s border security package (H.R. 2) in 2023.
