TikTok Inc., the Chinese-owned social media giant, has spent millions on traditional lobbying to shore up support on Capitol Hill, and this week may offer a reality check on that investment.

TikTok parent ByteDance Ltd. spent a record $8.7 million on federal lobbying last year, congressional lobbying disclosures show. The company has put together a big team of in-house lobbyists and keeps on retainer a roster of lobbying firms with numerous former members of Congress.

That, so far, hasn’t stopped a bill (H.R. 7521), which could prompt the ban of the app in the United States unless ByteDance ...
