An unusual reversal has shaped Congressional Republicans’ early legislative efforts: the House is shoving its way into the driver’s seat.
The House GOP passed a short-term spending bill late Tuesday, and ducked out of Washington for recess, leaving the Senate to accept their work, or shoulder the blame for a government shutdown.
