President Donald Trump’s practice of firing off policy demands—and getting a response—appears to have lost some of its effectiveness as several plans floated by the White House have recently evaporated before becoming official.
The setbacks suggest Trump’s iron grip on the GOP may be loosening. It comes as rank-and-file members of Congress also have publicly broken with him and his agenda.
The White House has fiercely disputed that Trump is losing policy momentum in any way.
