President Donald Trump’s move to pay airport security agents directly eased the sharpest pain point for lawmakers fighting over immigration enforcement, effectively killing momentum in Congress toward a funding deal.

House Republicans on Friday rejected bipartisan Senate legislation to end a partial government and fund most of the Department of Homeland Security.
