California has already been resisting the Trump administration’s effort to increase immigration enforcement in the state, but after two shooting deaths in Minnesota by federal immigration agents, state lawmakers are brainstorming even more creative ways to push ICE out.

Two bills have been announced that would use tax policy to punish businesses that partner with the US Department of Homeland Security and Immigration and Customs Enforcement.

One would prohibit DHS contractors — ranging from private-prison operators to software companies — from claiming a slew of tax benefits, while another would impose a 50% tax on companies that operate detention facilities ...
