BGOV Bill Analysis: S. 2587, FY26 Labor-HHS-Education Funding

The Labor, Health and Human Services, and Education departments and related agencies would receive $197 billion in discretionary funds for fiscal 2026 under S. 2587.

The discretionary total would include:

  • $116.9 billion for the Health and Human Services Department, a 1.6% increase from fiscal 2025 levels.
  • $79 billion for the Education Department, a 0.3% increase.
  • $13.7 billion for the Labor Department, a 2.6% increase.

When including mandatory funds for programs such as Medicare and Medicaid, the measure would provide a total of $1.7 trillion for fiscal 2026, according to the Senate Appropriations Committee report on the bill.
