Global Mobility, Remote Work Issues Next on OECD’s Tax Agenda

The OECD plans to soon focus on global mobility and helping tax systems adjust to remote working, Manal Corwin, director of the organization’s Center for Tax Policy and Administration, said Saturday.

Corwin said it’s critical for the Organization for Economic Cooperation and Development to respond to changing geopolitical and economic situations.

“A diagnostic and scoping process is under way” to gather inputs from various stakeholders, she said in a virtual address at the conference of the Foundation for International Tax in Mumbai.

The OECD will also host a public consultation on the topic in January.

Another area of interest is the “interaction of tax policy inequality and economic growth,” Corwin said, as many countries are grappling with the impact of tax system design on growth, and their perspectives vary widely.

She said both of these issues will be key items on the agenda at the next plenary meeting of the Inclusive Framework—countries involved in global tax negotiations—to be held at the end of March.

Corwin said the OECD is striving to have a solution for a revised global minimum tax deal by the end of this month.

“Tax certainty remains a priority,” she said.

The OECD has been working to revise the global minimum tax framework to exempt US companies from some of its key provisions. The tax is aimed at ensuring companies pay a minimum 15% rate everywhere they operate.

“Discussions have taken place at both the technical and political level, recognizing of course that time is of the essence,” Corwin said.
