Maine’s Democratic-led legislature approved a budget bill (LD 2212) Thursday that would apply a 2% surtax on annual incomes over $1 million, marking the latest state to target high earners to raise revenue.
The bill now heads to Gov. Janet Mills (D), who flipped her position to support the tax amid a contentious Democratic primary race for Maine’s US Senate seat that is up for election in November. If signed into law, Maine’s top income tax rate would reach 9.15%, among the nation’s highest.
