As President Donald Trump vows to kill New York City’s congestion pricing, defenders of program are pointing to its success: The $9 fees levied on drivers who enter parts of Manhattan are stimulating the local economy, reducing crashes, and speeding up traffic while generating tens of millions of desperately needed dollars for the MTA, the city’s transit system.
