Draft legislation amending the Toxic Substances Control Act released by a Senate committee Thursday makes substantial changes to the process the EPA uses to decide whether a new chemical can be made in or imported into the US.
Unlike the broader draft House TSCA-reform legislation, the Senate measure focuses on the Environmental Protection Agency’s new chemicals program. The Senate Environment and Public Works Committee will discuss the draft measure at a hearing March 4.
The EPA’s authority to collect fees from chemical manufacturers to oversee their substances would be extended by 20 years under the proposal.
