Individuals 18 and older in Washington would no longer qualify for youth offender status under H.R. 4922, which also would bar courts from issuing sentences below statutory mandatory minimums for youth offenders.

The bill would amend the DC Code to lower the eligibility age for youth offender treatment to under 18 from under 25, which the DC Council increased from under 22 in the 2018 Youth Rehabilitation Amendment Act. Youth offender status applies to crimes other than murder, sexual abuse, or terror-related offenses.
