President Donald Trump’s sustained attacks on renewable energy pose a threat to an already-fraught bipartisan legislative effort to overhaul the thorny federal permitting process.
Democrats say they want to get to “yes” on consensus permitting legislation with Republicans, who control Congress and the White House, to fix a broken process.
