Abacus Challenges GSA Plan to Move IT Work to General Dynamics

Abacus Technology Corp. says the US General Services Administration is unlawfully planning to move IT services work the contractor performs in Saudi Arabia to General Dynamics Information Technology Inc.'s task order.

The plan to avoid a competitive procurement for Abacus’ services, and to prevent it and other contractors from competing for the work, violates the Competition in Contracting Act, Abacus told the US Court of Federal Claims. Abacus’s complaint, made public Tuesday, said the court should stop GSA from adding the services to the EMITS 2 task order, which is worth $1.25 billion.
