BGOV Analysis: H.R. 8595, FY27 National Security-State Funds

The State Department, US foreign aid and development programs, and other agencies would receive $47.3 billion in discretionary funding for fiscal 2027 under H.R. 8595, $2.7 billion or 6% less than fiscal 2026.

The measure would cut State Department funds by 9% compared to fiscal 2026, bilateral economic and development assistance by 4%, and contributions for multilateral assistance by 52%, but it would boost international security assistance by 9%. The total would still be $11.9 billion or about 33% more than the Trump administration requested.
