Billions to Shift Under New Rules for Agencies’ Simplified Buys

Significant changes to federal acquisition rules will shift nearly $20 billion away from simplified procedures for commercial purchases from small and other-than-small vendors.

That would potentially drop annual spending on expedited buys from small businesses by as much as 68%, and would open the door for larger companies to compete for those contracts.

Revisions announced Sep. 18 to Federal Acquisition Regulation Part 13 removes commercial purchases from rules governing simplified acquisitions that have been in place for more than 30 years and consolidates them under the general commercial goods and services-oriented Part 12.
