By Light’s $345 Million Cyber Award Challenged Over Pricing

By Light Professional IT Services LLC shouldn’t keep its $345 million cyber threat contract award because the US Defense Information Systems Agency failed to properly consider flaws in the winning bid, according to a complaint from another bidder.

The agency should have known that By Light’s price didn’t include all required licenses, or that By Light failed to follow solicitation instructions, 22nd Century Networks Inc. told the US Court of Federal Claims in a partially redacted complaint made public June 12.
