Dell Lacked Eligibility for $11 Billion Cloud Award, Says Suit

Dell Federal Systems L.P. improperly received an $11.4 billion US Navy blanket purchase agreement for cloud subscriptions and Microsoft licenses and products, according to Minburn Technology Group LLC.

Dell didn’t show it offers all the products needed to satisfy the solicitation’s threshold eligibility requirement, Minburn told the US Court of Federal Claims in a partially redacted complaint made public June 12, seeking to enjoin Dell’s performance.

The court should also declare the government unfairly failed to inform Minburn, until after the May 14 award decision, that it mandated exclusive use of Microsoft products and services, Minburn said.
