ECC Awarded Damages in Afghanistan Compound Dispute With US Army

ECC International Constructors LLC is entitled to $278,340 in liquidated damages from the US Army for delays under a $29 million contract to construct a 20-building compound in Afghanistan, a contract appeals board said.

ECC showed that the Army didn’t timely approve design plans as required by the contract the Army awarded in 2010, Administrative Judge Timothy P. McIlmail of the Armed Services Board of Contract Appeals said in an opinion made public Tuesday. Administrative Judges Owen C. Wilson and Michael N. O’Connell concurred.
